Tattooing has been practiced for millennia, but modern ink safety is under fresh scrutiny after a new analysis by the US Food and Drug Administration. The agency has found that bacterial contamination in sealed tattoo and permanent makeup products is far more common than many consumers and artists realize.
In a retrospective study, FDA scientists combined data from four separate tattoo ink investigations carried out between 2018 and 2024. They examined 259 unopened inks and discovered that more than a third contained live bacteria, raising questions about manufacturing standards and oversight.
One in three inks contaminated
The pooled analysis showed an overall contamination rate of 35.4 percent across all products tested. Researchers stressed that these were unopened inks, handled under controlled laboratory conditions, indicating contamination occurred before the products reached tattoo studios.
Alarmingly, labels claiming sterility did not guarantee safer products. Of 118 inks marketed as sterile, 30.5 percent still contained bacteria, a rate only slightly lower than the 35.5 percent seen in inks with no sterility claim on the label.
Contamination appeared consistent across product categories and origins. Around 33.3 percent of tattoo inks and 33.0 percent of permanent makeup inks were contaminated. Inks manufactured in the US showed a 33.5 percent contamination rate, compared with 31.9 percent for imported products.
Dozens of bacterial species detected
Using culture and genetic sequencing methods, the FDA team identified more than 250 bacterial isolates representing 94 species across 38 genera. The most common were Bacillus species, followed by Pseudomonas, Staphylococcus and Lysinibacillus, organisms frequently found in the environment.
Roughly one-third of the identified species, 34 in total, are known or potential human pathogens. These included Pseudomonas aeruginosa, Bacillus cereus and Cutibacterium acnes, all associated in different settings with skin and soft tissue infections.
The scientists noted that their findings likely underestimate the full microbial diversity in inks. The survey relied on organisms that grow readily in standard culture conditions, meaning slow-growing or hard-to-culture bacteria may have been missed, including some nontuberculous mycobacteria linked to previous tattoo-related outbreaks.
Unclear where contamination begins
Despite the extensive dataset, the study could not pinpoint the stage at which inks become contaminated. Sterility labels, product type, color and country of manufacture offered no reliable indication of microbial safety, leaving both consumers and practitioners with limited ways to assess risk from packaging alone.
Researchers suggested several possible routes of contamination, including inadequate sterilization of raw materials, poor environmental controls during production, or lapses during bottling and distribution. However, detailed root-cause investigations were beyond the scope of the combined analysis.
While the study did not track clinical outcomes, its authors noted that the results align with documented cases of infection and product recalls linked to contaminated inks. Previous reports have described clusters of tattoo-associated infections involving organisms that require specialized laboratory techniques to detect.
Calls for tighter manufacturing controls
The FDA team concluded that current manufacturing and quality-control practices for tattoo and permanent makeup inks are not sufficient to protect public health. They called for validated sterilization procedures, stronger microbial risk assessment and expanded surveillance of commercially available products.
They also recommended broader use of molecular detection methods, alongside culture-based testing, to capture a wider spectrum of microorganisms. Harmonized standards across manufacturers, they argued, would help reduce inconsistencies that presently leave users vulnerable to hidden contamination.

Public health experts urge clients to select licensed studios that follow strict hygiene protocols, monitor recall notices and carefully inspect ink packaging before use.
Regulators continue to evaluate options for improving oversight of tattoo products in the US, where inks are regulated as cosmetics but historically have seen limited premarket review. As the practice remains popular worldwide, pressure is likely to grow for clearer safety standards and more transparent manufacturing controls.
